I am going to send the picture to a friend to see what she feels might be wrong. How old is the bird, is it eating well?

Cindy I don't know exactly how old she is the person I got her from said she was 4 or 5 and that was over a year ago. She eats and drinks all the time and flies around the flight and appears alright until she sleeps.

None of the other birds do this. Appreciate your help.

This is a neurological symptom. You may consider taking it to a vet. From what my friend said it could be Torticollis.

It can be a sign of polyoma or AGY or other diseases. You need a vet to be sure.

they can still live a normal life. did the previous owner say anything about this when they gave you the bird? It may have had it since birth.... or is this more recent?

Cindy she was a rescue there were 3 all together. They were in horrible conditions and were molting badly. She is the only one doing this and the previous owner never mentioned any problems.
No avian vets around here.
