I'm not sure about 'Keets' as you call them (Parrots?) and Cockatiels, but I would be wary of the "3rd man out syndrome". I always generally keep my birds in pairs. If your cockatiel is big enough, it probably doesn't matter.
My canary used to keep my other pipsqueaks (finches) in line!.

It really does not have anything to do with the 3rd man out thing but the fact the species are different in what they require and will tolerate, especially in a small enclosure. A cockatiel or budgie may be to disruptive if house together with scarlets.
As far as "keet" there is confusion since one of the common names is scarlet chested parakeets, folks assume they are like your common budgie in needs and behavior. They are not. Other names for them are Splendids or scarlet chested parrots. Most here in the states refer to them as scarlet chested parakeets.
