Is this normal for OC waxbills?

Is this normal for OC waxbills?

When I was in PetSmart getting some turtle supplies today, I stopped to have a look at their finches. I know pet stores in general are ot known for a tendency to have reliably healthy birds.
I was watching the orange cheeked waxbills and I noticed that while they were perched, they would flick their tail feathers back and forth. The two societies that were in the same cage were also doing it.
I've never seen my zebras do this, but is it normal for OCs and societies, or might it be an indication of ill-health/defect?

OC Waxbills do switch their tails back & forth (isn't it cute!) and I think it is part of what makes them so adorable! I love those little guys!

I used to have 3, now only 1, and they twitched their tails all the time.

Sometimes I think it was an extra way of communicating with each other besides just singing/calling.
