To answer your question -

As the.puppeteer said: Red head and Black head gouldians have red beaks when not in breeding condition. The hen's red beaks turn black when they come into breeding season.

If the hen has a yellow body then her beak will turn red or yellow in breeding season.

Both of my females, one being black headed and the other one red headed, have black beaks in breeding season, but when not in breeding season the beaks are pale with grey/black edges. Not ever red. Hence my surprise!
Finch nerd in Sweden, caring for Canary, Gouldian finch, Star finch, Owl finch, Parrot finch, Society finch, Grass finch, Fire finch, Sydney Waxbill & Button quail... so far.

As far as I know most of my birds are close to wild colours.Various mutations over the years may affect the genes and beak colour over the generations.
It's possible diet may be a factor...
