how do goulds act? is it normal if they just stay still and ffluffy their feathers?

Fluffed feathers indicate that the bird isn't feeling well and is trying to stay warm. Has it been eating and drinking? I would add some heat - a light bulb outside of the cage but close to a perch would help (I use those cheap clamp lights).
