Can you just sometimes visually tell if a Gouldian is split for blue? Using the finch genetic forecast program it looks like on some yellow back birds that one could tell by looking and on others not? Is this right or not. Can you tell on green back birds at all? How hard is it to find split for blue birds out there?

There is no reliable way to tell a split to blue bird in any color body.

After playing with the forecast calculator more, it looks like the only sure way that 100% of the offspring are split for blue (if not blue back) is for one of the parents to be a blue back. Is this correct?

That is correct - if one of the parents is blue, pastel or silver - all normal looking offspring will be split to blue.
