Green Singers and Lavendar Waxbills?

Can these 2 species live together in 3 X 4 foot cage?

You can try it. Just don't provide nesting opportunities and try to put at least six birds in there together to reduce aggression.
I honestly believe it depends on the bird. Some believe all of a certain species will be aggressive, but I've had society finches that were more aggresive than cut throat finches.... and societies are normally considered very nice and cut throats are normally considered aggresive.
So you can try it... try to make sure the enclosure is wider than it is tall.

I know that Green Singers can get aggressive during breeding season. I don't have Lavenders, but they are supposed to be pushy, and cannot have two pairs of them in an enclosure. If you want to try it, I would have a back-up plan for separating them, if needed.
Decided not to mix Green Singers with Lavenders...

I decided not to risk it. My pair of Green Singers supposedly bred for their former owners and I've had a nest and nesting material in there for a while. They definitely pick it up and act somewht interested in breeding. So, given that they can be territorial, they are probably best off on their own. Even if they are only "play breeding" right now they might still act aggressive if there were intruders.
