Streaky Seedeater!!

Anyone know anything about Streaky Seedeater? A rather small finch with buffy breast, streaky and a prominent brow.

Hopefully I ID'ed them correctly, I saw some on sale recently but all are in bad condition due to feather lost. Seems like they have a feather pulling habit. Not much info on the net but read that they are of sub-montane to montane species, so may not be suitable in the hot tropical climate I live in. Tempted just to buy a pair just to study them. Any information is much appreciated.
