If they do, it is incredibly rare.
From Robin Restall's Munias and Mannikins under the "Bengalese Finch" chapter, section on Voice: "The song is usually given only by the male....However, more attention must be paid to the call note distinctions as females are known to sing. Christa Powers in England had a breeding pair in which both birds sang, and I too have had this experiencne. Luis Baptista in California had a female L. striata that sang and successfully raised five chicks, leaving no doubt of its sex." p. 84

i dont think so. We have a female and she just chirps.
