Gouldian with red, scaling leg

My male Gouldian is developing a rather heavily scaled leg. Already his one foot is much thicker than the other with heavy scales. That leg is also rather red and developing small scale looking things on it. Is this normal? Can it be treated if it isn't? And with what. Sorry, no pictures yet.

Pictures are worth 1,000 words (when you can). If it has not been treated for Air Sac Mites or other mites yet - I would apply Scatt asap.
