Whenever I notice a finch sleeping more than usual or looking fluffed - the first thing I do is move it to a small hospital cage and put a heatlamp pointing to one end of a perch (so they can get heat when they need it but also move away from the heat when they don't need it). Then I put some NV Powder or Guardian Angel or Thrive in their drinking water. Make sure seed is available to them as well.

If she is eggbound - then I soak a towel in hot water and wring it out so it is not dripping all over the place and wrap 3 sides of the cage and the top with the hot wet towel to provide her with humidity which should help her pass the egg. Place food and water on the floor of the cage as she probably won't be able to fly; and shouldn't to conserve energy.
