Gouldian wing flapping

My zebra finch does the same thing , before he was in a much smaller cage , now that I built a bigger cage and put him inside he started doing that , although mine is pretty old and couldnt fly properly , maybe mine is just training his wings or something I am not sure , he doesent look up , he looks around as if he wasnt flapping his wings ..
Although he doesent extends his whole wings , just the "shoulder' part of the wing ...

Sounds like it could be twirling, Does he move her head around alot or stare up at the cieling?

Not sure thats it, but thats my first thought.

My male Gouldian does this. I tried to google it, but did use the word twirling so didn't find anything. I'm new to Gouldians and have never heard of this before.
