I think it is much too small but pictures can be deceiving. What are the measurements?

Go to the FIC. Look under Housing. There is a cage calculator. You put in the length and the width, and it will tell you how many birds can be kept comfortably and well in any given cage. And you don't give the dimensions, so it is hard to even tell how big it is.
