I would attempt to buy LOTS of fake plants Ivy etc ya know traily kinda stuff Go to a dollar store if ya can,
put some of this in the cage like hanging down the center almost like a curtain to sepearte the cage and make many lil hiding places it might help, outta sight outta mind ya know

I have 2 Javas in the same cage (Riff & Raff), pretty big cage and lots of room for them to fly around, I got the birds when they were very young, before they were fully fledged. Anyway at first they were the best of pals but when they started to molt, they started fighting with each other a lot and Riff became a bully, chasing Raff all over the cage, but when I let them out of the cage I always gave Raff preferential treatment...letting him sit on my head and letting him nibble my lips, I never let Riff do that and he got really jealous, after a while Riff calmed down and now seems to realize that if he wants to be involved he has to be more polite. I never kept the birds apart because I always wanted Riff to see what he was misiing...perfect harmony now.

It all depends on the personailty though.
