Puffy Orange cheek waxbill

I have two orange cheek waxbills... not sure what sex they are. For the last few days one of them has been puffed up all the time. It is always trying to scoot closer and closer to the other one. I wouldn't say that his eyes are half-way shut but he doesn't look as bright eyed as the other one. I haven't noticed that he sleeps a lot or anything and besides the puffiness seems to be acting normal. He isn't molting. I was just wondering if this is something I should be concerned about.

If this were my bird I would provide it with a heat source. One the bird can choose to sit near or not. The extra warmth may be all that's needed for this bird to come around. If it continues to act a bit off you might consider feeding it a few drops of watered down honey. I've heard it does wonders for a sluggish bird.
