Is it hazardous to the birds for a cage to be painted with regular interior house paint?

No ...but it musn't be used until all the fumes have gone.Left to dry outside is best.

Poohbear is right. From personal experience I would use high gloss paint since it cleans up the easiest.

Paul is right ( ouch this hurts) again, make sure the fumes are all gone.
which type of paint to use depends upon what effect you want to achieve gloss/satin/flat(matt). I always use a flat black paint, I find this helps to highlight the colors of the birds when viewing them especially in an aviary.

Although I have never painted a cage, I used environmentally safe paint when we had our house painted las year. I have always been wary of painting a cage for fear of the birds chewing on the bars, but I doubt that finches will chew on the bars. More likely the big guys.It is easy to find lead free paint though now.
