I have 2 male Society finches sharing a cage, The smaller one appears to be losing feathers
Could it be larger one doing this? Should I put in seperate cages?

Probably moulting. They start with the bigger feathers.

Welcome to the forum Joyce! Like Lori said, it could be molting. However, if the little guy starts losing them all in one place (a bald spot) then that's likely his cage mate picking on him, and separating might be in order.
