I have very tame bourkes that fly down and eat out of my hand and land on my head, they are social...some are not as tame but the two have remained this way even when kept in the large aviary. The do like companionship. They are fairly quiet during the day, sleeping a bit and more active at dusk, early morning and dawn, early evening. They do well in a flight with passive finches.
Unless he is hand tame and very used to people I would not keep him alone. JMO. You need to talk to Su Yin, ask her since she knows the bird and his dispositions. Also the cats may be a concern since he is handicapped, ask Su Yin her thoughts on it.
You could do a hand tame lovebird or budgie. A bit more sturdy especially if you have young children.
