about 2 months ago i purchased 4 finches i noticed when i brought this one home that her tail was like this.^ i have tried soaking the feathers and tried to clean then off. but so far nothing has worked. i was wondering if there was anything else i could try of if it would be best to remove those feathers?any help is greatly appreciated other then this on her tail she is happy and healthy.
is there anything i can do to help this?

I think as long as she's otherwise healthy I'd just leave her be and wait until she molts them out.

From the pic, it looks like some poop is hanging down from her vent. Or, is that a feather stuck together. She probably has/had wet vent and that can kill them and be passed onto other finches. I would check her droppings and see if they look sticky, thick, thin or watery or are green in color. If so, you need to treat all the finches. Most likely with Ronex 12% for five to seven days, in their water. Hopefully, she doesn't get worse and your other finches don't get sick. Good Luck.

As long as she is healthy now, I would let her molt them out. This could have been a previous problem.
