I would suggest with two pairs that you house each pair separately. What can happen in a two pair set up is both males can set their sights on one hen, the males will bicker and it can get into a physical brawl.
This can happen in a larger flight cage. What size cage are you proposing to house them in?
I do have a large walk in with a good number of my breeding javas housed together while resting. I do not split my javas up by sex since they tend not to drop eggs or breed when boxes are not provided. Once the pairs breed and bond they do in some cases stay together even in a flight.
