Not really familiar with the particular species.
Does it go by another name?
Is this your bird?

How often are you refilling the seeds? Birds will not eat all the seeds in a dish before they need to get replaced.
My birds will normally just eat the top layer of seeds, and then the shells cover and hide all the rest until I go to the dish and blow the empty seed shells away for them.
Is this what you do also for your bird? If you don't, it's a guess that it might be chipping up the empty shells in search for uncracked seeds maybe?

2 black cheek zebras and 5 CFW zebras, one A&M pied coturnix hen, my darling cream/lavender coturnix roo, and his attitude.

My java finches grind up groats the same way. Are you sure you are giving the finch the particular food it desires?
Does it grind oats or nuts in the wild?

As in Bab's post, you may not be feeding the correct seed. Birds need more than seed to eat also. The cage looks way too small and needs a good cleaning along with the seed cup.
