Exactly because of that, to breed these birds you will have to follow requirements, established by law, such as having standard breeding rooms, and paying licenses.
Everything to ensure that the birds you are selling are not wild catch, but captivity bred.

lovezebs, Ricardo Ronsini - Tell me about red tape: in the early 1980s I was keeping and breeding native European songbirds in Germany (European goldfinches, siskins and linnets). Even back then the birds you bought had to be closed banded, you had to belong to a specific bird club, were assigned a breeder's number, all your young birds had to be closed banded (the leg bands were metal with your breeder's number stamped on, the hatch year and then numbered for each bird) and you had to keep a log showing date of birth for each bird, when sold and to whom or if and when the bird died.

lovezebs - Only had to pay membership dues and for the metal bands. And thank goodness nobody ever checked up on my paperwork. It was all in order but the hassle with 'officials' coming to check out what you are doing would have been a nuisance.
I talked to my bird friends last summer and now, 35 years later, they actually do make house calls. After over 60 years of breeding and showing birds, some of them are ready to give it all up. What a shame!

That's just too bad.
Don't understand why the govenment has to stick their noses into everything.
You would think that if they're worried about the numbers of birds, they would want to encourage more people to breed rather than making it more difficult for those who do.
