overgrown beak

My male gouldian keps getting a "duck like" beak. I have been filing it with a dremel when it gets too long. What causes this and is there a way to prevent this? Am I doing the right thing?

Do you have one cement perch in the cage? Preferably the one near the water, so you know he'll use it. They almost always wipe their beak on the perch right after they drink. That may help keep it worn down.

I do have sevral in the flight but I will move them near the water, thanks.
