Ticks? Not usually. A bird with parasites like that usually has other problems that led to them. They can get mites but actually even those are not super common, and normally you can't see them.

If you're seeing little white things like tiny sticks or thin grains of rice, relax, new feathers look like that when they start to come in. (Pin feathers)

Finches rarely get ticks...but they can..If you're UK go to pet shop and ask for Johnsons tick and mite spray and follow the instructions.

Had one on my dog once, gross thing. Looked like a ball of blue tack the size of a pea. Apparantly you are supposed to hold a lighted cigarette next to them so they let go but I wouldn't want to try it! We covered it in flea shampoo and it eventually let go. They burrow their mouthparts under the skin of their host and if you pull em off they leave bits behind that can get infected. Yukky yukky. Its normally mice and hedgehogs and things that get em.

I think the cigarette treatment is for leeches, a tick you can just get a hold of it from behind and pull it out gently, don't yank it straight up though.
